well since yo are fair skinned try a red tone hue. something like a light auburn or a red. blonde may wash you out and make you look more pale. i have that problem and i am a natural red head. try to avoid blonde if at all possible. a light brown with subtle red or even red with brown lowlites. real light browns and reds would suit you. try to stay away from real dark or real light colors you'll look like a ghost. have fun with it.

your hair is naturally a nice colour but i think if you wanted to add a bit of colour to it, you should try a copper/ red, it would blend in with your natural colour but make it look a bit shinier and wouldn't make your face look to pale, whereas a blonde colour probably would.
